公立医院工程建设中廉政风险防控的对策探讨

Fraud and corruption prevention and control in construction projects in public hospitals

当前,我国政府投资公立医院建设项目工程一般采用代建制模式、工程总承包模式或模式联合,工程廉政风险发生了根本性转移,但医院方廉政风险防控仍不能忽视。通过阐述工程建设廉政风险的内涵及来源,深入分析了医院方在项目全生命周期各阶段的廉政风险点及风险强度。结合医院重大工程项目建设实践经验和做法,从医院代表团队自身廉政建设的角度,提出积极的廉政风险防范措施及建议。

In China, the government-investigated construction projects in public hospitals usually adopt the agency construction model, the EPC general contracting model, or the combination of these two models. Although the integrity risk(including fraud and corruption) associated with the projects has been fundamentally shifted, prevention and control of such risk cannot be ignored in hospitals. This article elucidates the connotation and sources of integrity risks in construction projects, and analyzes the risk point and intensity in each stage of a construction project from the perspective of the hospital. Based on the experience and practices of the hospital in managing major construction projects, the author proposes measures and suggestions for preventing integrity risks in the hospital itself.
