提升防汛应急抢险能力的思路探讨

近年来水旱灾害频繁,常呈现旱涝急转、旱涝并存的特点,出现暴雨旱涝及次生灾害可能性极大,防汛抗旱形势复杂严峻。在发生应急抢险时,只有保证监测、预报和预警及时精准,应急预案科学完善可行,物资设备保障充足,抢险队伍坚强有力,才能做到预警及时、响应迅速、应对合理、抢险高效。应急抢险相关单位和部门要立足防大汛、抗大旱、抢大险、救大灾,科学防范,采取有力措施,不断提升较强的防汛应急抢险能力,做好防汛抗旱抢险工作。

In recent years,floods and droughts have been frequent in China,often showing the characteristics of rapid changes in droughts and floods and the coexistence of droughts and floods.The possibility of heavy rains,droughts,and secondary disasters is extremely high,and the situation of flood control and drought relief is complex and severe.In the event of an emergency rescue,only by ensuring timely and accurate monitoring,forecasting and early warning,scientific,sound and feasible emergency plans,sufficient material and equipment support,and a strong rescue team can we achieve timely early warning,rapid response,reasonable response,and efficient rescue.Therefore,the units and departments related to emergency rescue should be based on the prevention of major floods,droughts,major disasters,and disaster relief,take scientific precautions,take effective measures,continuously improve their strong flood control emergency rescue capabilities,and do a good job in flood control and drought relief.
