煤矿职业病应急预案研究与应用

Research and application of coal mine occupational disease emergency plan

为降低职业病事故在煤矿中的发生率,根据煤矿职业病事故危害特征,展开职业病应急预案研究,并确定应急预案的编制可以划分为灾害评价方法、应急组织管理、应急响应程序和预防对策4个环节;进一步以贵州某矿为例,探讨了煤矿职业病应急预案在职业病预防和救援过程中的作用与成效。结果表明:灾害评价是应急预案的基础,应急组织管理是应急预案的核心,应急响应程序是应急预案的主体,预防对策是应急预案的重点;严格按照应急预案的环节处理煤矿职业病事故,可以合理提高应急预案有效性。

In order to reduce the incidence of occupational disease accidents in coal mines,according to the characteristics of occupational disease accidents in coal mines,the study of occupational disease emergency plans was carried out,and the preparation of emergency plans could be divided into four links:disaster evaluation methods,emergency organization and management,emergency response procedures and preventive measures.Taking a mine in Guizhou Province as an example,the role and effectiveness of coal mine occupational disease emergency plans in the process of occupational disease prevention and rescue were discussed.The results show that disaster evaluation is the basis of emergency plans,emergency organization and management is the core of emergency plans,emergency response procedures are the main body of emergency plans,and preventive measures are the focus of emergency plans.Handling occupational accidents in coal mines in strict accordance with the emergency plan can reasonably improve the effectiveness of the emergency plan.
