多元主体协同治理下体育赛事安全机制构建研究

Research on the Construction of Sports Event Security Mechanism under Multi-Subject Cooperative Governance

该文以体育赛事安全机制构建为研究对象,从多元主体协同治理的视角,梳理我国体育赛事安全管理现状,发现我国体育赛事的安全管理及监督存在着赛前安全监管缺失、赛中安全落实偷工减料、赛后社会评价无话语权的问题。通过对多元主体协同治理体育赛事安全的逻辑必然及实践应然的分析,提出通过构建多元主体协同保障体育赛事安全的准入路径、搭建高校联盟安全监管智库、建立数字化智能安全监控三条路径,形成多元主体协同治理体育赛事安全机制。

Targeting at construction of sports event security mechanism,this paper combs the current situation of sports event safety management in China from the perspective of multi-subject collaborative governance,and finds that there are some problems in the safety management and supervision of sports events in China,such as the lack of safety supervision before the game,the lack of work and materials in the safety implementation during the game,and the lack of voice in the social evaluation after the game.Through the analysis of the logical necessity and practical necessity of multi-subject collaborative governance of sports event safety,this paper puts forward three paths to form a multi-subject collaborative governance of sports event safety mechanism by building an access path for multi-subject collaborative governance of sports event safety,building a university alliance safety supervision think tank and establishing digital intelligent safety monitoring.
