摘要
文章对美国新媒体联盟近5年发布的《地平线报告(高等教育版)》研究的全球范围内教育技术领域创新实践和技术对全球高等教育的影响、2010—2024年IFLA战略方向演变情况和我国高校图书馆发展现状进行梳理,明确我国高校图书馆发展的历史方位。通过对“培养什么人”“图书馆是什么”问题的梳理,理清高校图书馆高质量发展的两大理论逻辑。以此为学理依据,认为高校图书馆要实现转型,必须贯彻新发展理念,以推动高质量发展为主题,以体系建设为主线,构建全员全过程全方位育人——“三全育人”的高质量教育体系;构建全媒体服务、全素养服务和全周期服务——“三全服务”的高质量服务体系,这是高校图书馆高质量发展的实践逻辑。
Based on the“Horizon Report(Higher Education Edition)”released by the New Media Consortium of the United States in the past five years,the paper reviews the global educational technology field innovation practices and technology impact on global higher education,the evolution of the IFLA strategic direction from 2010 to 2024,and the current situation of the university library development in China,clarifies the historical position of the development of the university libraries in China.Through sorting out“what kind of person to cultivate”and“what is a library”,we can clarify the two types of theoretical logic of the high-quality development of university libraries.Taking this as the theoretical basis,it is believed that in order to realize the transformation of university libraries,the new development concept must be implemented,with the promotion of high-quality development as the“theme”,system construction as the“main line”,and the construction of all-round education for all staff and the whole process,the high-quality education system of“Three-All-Education”;the construction of a high-quality service system of all-media services,all-quality services,and full-cycle services,“Three All-In-Services”is the practical logic for the high-quality development of university libraries.
