Research on Grassroots Police’s Authority in Law Enforcement: Image, Dilemma and Reconstruction

从根本上看,基层警察执法权威是国家法律权威和政治权威的直接表达,是社会公众内化于心的信任敬畏及其对执法工作的自愿认同与服从。基层警察执法权威面临法律威严性消解、政治威慑力弱化、机制保障力削弱、价值认可度降低及舆论公信力消减等现实困境,要重树基层警察执法权威理念,在完善法律法规的可操作性中增强基层警察执法权威的法律威严性,在警察职责归位和体制建设补位中提高基层警察执法权威的机制保障力,通过培育公众法治素养来提升基层警察执法权威的价值认可度,拓展公安机关融媒新格局,强化基层警察执法权威的舆论公信力,最终实现基层警察执法权威的全方位重构。

Fundamentally, the grassroots police’s authority in law enforcement is not only a direct expression of a country’s legal authority and political authority, but also the public’s internalized trust and awe and their voluntary recognition and obedience to the law enforcement. The grassroots police’s authority in law enforcement is faced with the practical dilemmas such as the diminishing legal authority, the weakening political deterrence and mechanism guarantee,as well as the decreasing value recognition and public opinion credibility. This paper discussed the necessity to reestablish the concept of grassroots police’s authority in law enforcement, to enhance the legal authority in grassroots police’s law enforcement through improving the operability of laws and regulations, to improve the mechanism guarantee for grassroots police’s authority in law enforcement by clearly defining police’s responsibilities and reinforcing the system construction, to increase the public’s recognition of the value of grassroots police’s authority in law enforcement by cultivating their legal literacy, to strengthen the public opinion credibility about grassroots police’s authority in law enforcement through scientific and efficient media operation, in order to ultimately realize the all-round reconstruction of grassroots police’s authority in law enforcement.
