三大赋能助力塞罕坝二次创业

Three powers boost Saihanba starting a second entrepreneurship

2021年8月23日,习近平总书记视察塞罕坝机械林场时强调“要更加深刻地理解生态文明理念,再接再厉,二次创业,在新征程上再建功立业”。本研究以塞罕坝二次创业为主要研究对象,综合运用系统分析法和因素分析法,找出在基础设施、科技研发、产业链条、资源整合等方面存在的主要问题,依据塞罕坝的生态定位和发展趋势,提出从生态、产业和技术3大维度赋能的基本思路。研究结果表明,推进塞罕坝二次创业应从以下3个方面加大力度:一是强化生态文明理念和两山转化思想引导;二是提升林草种植管护和数字经营管理的技术水平;三是延长林草产品产业链条和加大产业间融合力度。

The General Secretary Xi Jinping visited the Saihanba Mechanized Forestry Farm and emphasized that“it is necessary to have a deeper understanding of the concept of ecological civilization,make persistent efforts,start a second entrepreneurship,and make further contributions on the new journey”,on August 23,2021.Taking the second entrepreneurship of Saihanba as research object,system analysis and factors analysis were utilized to find out the main problems existing in aspects of the infrastructure,science and technology research,the industry chain and resources integration.On the basis of ecological orientation and development trend of Saihanba,the basic ideas of enabling from three dimensions of ecology,industry and technology were put forward.The results showed that promoting the second entrepreneurship of Saihanba,efforts should be made in the following aspects:Firstly,strengthening the concept of ecological civilization and the guidance of the transformation of the two mountains;Secondly,improving the technical level of forest and grass planting management and digital management;Thirdly,extending the industrial chain of forest and grass products and strengthening the integration between industries.
