完善大学内部治理是"双一流"建设的现实需要。在新的历史条件下,"双一流"建设对大学内部治理提出了更高的目标和要求,大学必须以问题为导向开展改革,以实施大学章程完善内部治理体系,以体制机制改革提升大学治理能力,以多元化监督机制提升大学治理效能。

Improving the internal governance of universities is the practical need of "double first-class" construction. Under the new historical conditions, the construction of "double first-class" has put forward higher goals and requirements for the internal governance of universities. Universities must reform with the guidance of problems, improve the internal governance system by implementing the University Charter, enhance the governance capacity by institutional reform, and enhance the efficiency of university governance with diversified supervision mechanism.
