社会保障制度是保障和改善民生、促进经济社会发展、实现共建共享改革发展成果的重要制度安排。实现共同富裕是促进高质量社会保障体系建设的价值目标,促进社会保障高质量发展是实现共同富裕的重要行动途径和制度保障。高质量社会保障体系与推进共同富裕具有多维一致性,主要体现在价值理念维度、构建内容维度、参与主体维度、覆盖对象维度等方面。新时代应以推进共同富裕为根本指向,增强社会保障体系对经济社会发展的适应性,全面实现包含制度质量、体系质量、服务质量、管理质量和发展质量为主要内容的高质量社会保障体系的建构与完善,助推共同富裕发展进程。

Social security system is an important institutional arrangement to ensure and improve people’s livelihood,promote economic and social development,as well as realize co-construction and sharing of reform and development achievements.High-quality social security system is a significant driving force and stabilizer to achieve common prosperity.The realization of common prosperity is inseparable from the solid support of high-quality social security system accordingly.The internal logic of high-quality social security system and common prosperity is reflected in the consistency of value ideas,the multiformity of security contents,the diversity of construction subjects,the universality of coverage objects and so on.Taking common prosperity as the fundamental direction,we should enhance the adaptability of the social security system to economic and social development and fully realize the construction and improvement of a high-quality social security system including system quality,system quality,service quality,management quality and development quality to promote the process of common prosperity and development.
