The Organizational Basis and Functional Orientation of the Party Leading Group of the Communist Party of China ——An Analysis of Organizational Sociology

中国共产党党组既是根植于政党组织体系内部,推进党的组织建设和制度建设的标志性机构,又是嵌入国家机构、社会组织等非党组织内部,加强党的全面领导的重要组织形式,充分体现了中国共产党特有的政治优势、组织优势和制度优势。为了将党组的内在优势转化为治理效能,中国共产党结合不同时期的组织需求和目标,在复杂的内外部环境中不断巩固并优化党组的组织基础,逐步探索形成了内外兼顾的组织结构形态、以集体多数决为代表的组织决策方式、良好的技术环境和制度环境等核心组织要素。在此基础上,实践运行中的党组呈现出自身建设、法治与政治功能之间各尽其用并协调合作的治理逻辑,成为保障党组在治国理政进程中充分释放治理效能的根基所在。

The Party leading group of the CPC is a core part in the party and it promote the Party’s organizational structure and system development.The Party leading group of the CPC is also an organizational form embedded in state institutions,social organizations and other non-Party organizations which has strengthened overall Party leadership.Thus,the Party leading group of the CPC fully reflects unparalleled political,organizational and institutional advantages of the CPC.In order to achieve effective governance taking the above advantages,the CPC considers the organizational needs and goals at different times,and constantly consolidates and improves organizational foundation in complicated internal and external environment.Gradually,the CPC explores and forms core elements in organization,including the internal and external organizational structures,the majority rule which is representative in decision-making approaches,and excellent technological and institutional environment.As a result,the Party leading group reflects the governance logic in practice:its construction’s function,rule of law’s function and political function are do their responsibilities and cooperate with each other.This situation can ensure that the Party leading group will fully release their governance efficiency in the course of governance.
