摘要
技术治理可提升突发公共卫生事件的防控效能,但与之相应的技术反治理也会形成诸多阻碍。技术反治理包括技术治理带来的治理新问题和技术治理的治理失效问题。突发公共卫生事件防控中的技术反治理主要表现为技术失灵、过度治理、技术官僚主义和民主困境,这主要是由公共权力结构变迁、治理工具运用门槛抬高以及技术治理决策风险增加所致,可从强化治理主体、提高科学认知、加强动态反馈等方面进行再治理。
Technical governance has improved the prevention efficiency of public health emergencies,while technical anti-governance brings some obstacles.The technical anti-governance includes the new governance issues and the invalidation of technical governance.In public health emergency prevention,technical anti-governance mainly represents technical failure,excessive governance,technical bureaucracy,and democratic dilemma.The causes of them are the change of public power structure,the difficulties for the use of technical tools,and the increase of decision-making risks of technical governance.The re-governance of technical anti-governance needs to strengthen the core role of the governance subject,improve the recognition level of technical governance,and enhance the dynamic feedback in using technical governance.
