摘要
目的:从资源集聚角度分析比较我国及我国不同地区、不同省份卫生管理人员配置的可及性与公平性。方法:运用集聚法,从地理、人口、经济3个维度对2015—2019年数据进行分析和比较。结果:全国共有15个省份或直辖市卫生管理人员集聚度与人口集聚度差值大于0,共有16个省或直辖市差值小于0;东部地区医疗卫生机构差值总体小于0。结论:我国卫生管理人员集聚度存在较大差异;建议继续提高地区间、机构间卫生管理人员配置水平;健全卫生管理人员培养机制;充分考虑地理、人口、经济等因素,因地制宜制定卫生管理人员规划。
Objective:To analyze and compare the agglomeration degree of health management personnel resources and different regions and provinces in China.Methods:The Health Resource Agglomeration Degree(HRAD) method and the comparative analysis are conducted on data of 2019 among different geographic regions,populations and GDP.Results:The difference is larger than 0 in15 provinces or municipalities directly under the central government with a concentration of HRAD and Population Agglomeration Degree(PAD),the difference is less than 0 in a total of 16 provinces or municipalities;while the difference between medical and health institutions in eastern China is generally less than 0.Conclusion:There are great differences in the evaluation of aggregation degree of health management personnel in China.It is recommended to speed up health management personnel among regions and institutions;improve the training mechanism of health management personnel;ponder geographical,demographic,economic and other factors,and formulate health management personnel planning according to local conditions.
