基于德尔菲法的卫生健康高质量发展指标评价体系构建研究

Research on the Construction of Health High Quality Development Index Evaluation System Based on Delphi Method

目的:科学构建指标评价体系,为我国卫生健康高质量发展提供参考。方法:在前期文献研究、小组讨论、专家访谈的基础上,经两轮德尔菲法函询确定指标体系。结果:形成了包括5个一级指标、11个二级指标、30个三级指标的卫生健康高质量评价指标体系。结论:为实现卫生健康高质量发展,必须科学界定卫生健康领域的范畴;巩固已有发展优势,兼顾其他相关发展领域;转变发展模式,加快卫生健康的供给侧结构性改革;填平补齐发展短板,促进各领域协同发展。

Objective:To scientifically construct the index evaluation system and provide references for the high-quality development of health in China.Methods:Based on the previous literature research,group discussion and expert interview,the index system are determined by two rounds of Delphi correspondence.Results:A high-quality evaluation index system of health is formed,including 5 primary indexes,11 secondary indexes and 30 tertiary indexes.Conclusion:In order to achieve high-quality development,it scientifically defines the scope of health field;consolidates the existing development advantages and takes into account other relevant development fields;changes the development model and speeds up the supply side structural reform of health;fills in the gaps in development and promotes coordinated development in various fields.
