管办评分离中高等教育第三方评估机制构建 被引量:2

摘要 在高等教育“管办评分离”改革的背景下,政府、高校与社会形成了新型的协同关系,第三方机构参与教育评估是改革的重要环节。现阶段高等教育第三方评估的实践中仍存在主体间职责边界模糊、评估标准混乱、信息采集困难、高校参与内生动力不足、“再评估”缺失的困境。构建科学的高等教育第三方评估机制是当前高等教育管理领域的重要议题,亦是实现高等教育现代化发展的关键。基于协同治理理论,应建立起信任合作机制、信息共享机制、指标筛选机制、结果作用机制以及“元评估”机制。 Against the reform backdrop of"separation of supervision,enforcement and evaluation"in higher education,the government,higher education institutions and society have formed a new type of synergy relationship.Meanwhile,the participation of third-party institutions in education evaluation is significant in the reform.At this stage,in the practice of third-party evaluation of higher education,there are still predicaments such as blurred responsibility boundaries between subjects,disordered evaluation criteria,diffiadties information insufficient endogenous motivation for universities participation and lack of"reassessment".Presently,the construction of a scientific third-party evaluation mechanism for higher education is not only an important issue in the field of higher education management,but also the key to realizing the modernization of higher education.Based on the collaborative governance theory,a trast and cooperation mechanism,an information sharing mechanism,an index screening mechanism,a result action mechanism and a"meta-evaluation"mechanism should be established.
