基层党建赋能乡村善治:模式、成效与经验--以广东省迳头镇为例

The Model,Effect and Experience of Rural Good Governance Promoted by Grass-roots Party Building:A Case Study of Jingtou,a Town in Guangdong Province

农村基层党组织是党在农村全部工作和战斗力的基础,是实现乡村善治的有力依托。当前,中国农村基层党组织面临着一些挑战。迳头镇作为全国农村综合改革试验区清远市的党建示范镇,通过完善组织建构、夯实人才队伍、升级运行机制,强化了党组织在镇域工作中的全面领导地位,有效地推进了乡村社会治理秩序的构建进程。迳头镇在党建方面形成的以人民为中心、巩固党的全面领导地位、遵从系统性治理、以改革增动力、精细化服务等经验,能够为中国加强农村基层党组织建设提供重要借鉴。

The grass-roots party organizations are the basis of the party’s work in rural areas and a promoting power for rural good governance.Currently rural grass-roots party organizations are facing some challenges.As a model town of party building in Qingyuan,Jingtou has,by perfecting the organization construction,strengthening the personnel and upgrading the operation mechanism,consolidated the overall leading position of the party organization and effectively promoted the rural social governance.The experience of Jingtou,including people-oriented policy,the party’s overall leadership consolidation,the systematic pattern of governance,the idea of reform as the motivating power,and the concept of service refinement etc.,can provide important reference for the construction of rural grass-roots party organizations in China.
