雄安新区居民绿色出行碳排放交易机制研究

Study of Carbon Emission Trading Mechanism for Residents’Green Traffic in Xiong’an New Area

在国家提出“碳达峰、碳中和”的目标以及雄安新区提出“构建总量控制、自由交易的碳积分(碳排放配额)管理机制”的政策背景下,通过总量控制、公平分配、设立雄安新区居民绿色出行碳排放交易市场等步骤,提出了消耗碳币与奖励碳币相结合的雄安新区居民绿色出行碳排放交易机制。其意义在于通过碳排放交易机制的设立,发挥市场经济手段,灵活制定政策,使碳排放的外部性成本内部化,鼓励雄安新区居民绿色出行,实现雄安新区“90/80”绿色交通出行目标,达到生态环境保护的目的。

In the context of the national goal of“carbon peaking and carbon neutral”and the policy of“building a carbon credit(carbon emission allowance)management mechanism with total quantity control and free trade”as proposed in the“Guidance on Promoting Transportation Work in Xiong’an New Area”,a carbon emission trading mechanism combing the consumption and reward of carbon coins for green traffic for Xiong’an New Area residents is proposed,which includes the steps of total quantity control,fair allocation,and setting up a carbon emission trading market of green transport.With the establishment of the carbon emission trading mechanism,market economy instruments and flexible policies can be used to internalize the external costs of carbon emissions.Residents in Xiong’an New Area can be encouraged to choose green traffic means and contribute to the“90/80”green transport goal of Xiong’an New Area,so as to achieve the goal of ecological and environmental protection.
