新时代中国区域协调发展的五位联动利益补偿模式探索

区域利益补偿是通过再分配实现区域公平的重要手段,是实现新时代区域协调发展的重要途径。中国的区域发展失衡问题已经由区域经济利益失衡演变到区域政治、文化、社会、生态利益失衡,到了必须解决“另一个大局”的时候。应针对不同区域类型的区域关系和失衡原因,构建经济利益补偿主导、政治利益补偿主导、文化利益补偿主导、社会利益补偿主导和生态利益补偿主导,其他利益补偿为补充的五位联动区域利益补偿模式,更需要推进相应的体制改革与制度创新和建立政策体系为保障。

Regional interest compensation is an important means to realize regional equity through redistribution.It is also an important way to realize regional coordinated development in the new era.The imbalance of regional development in China has evolved from the imbalance of regional economic interests to the imbalance of regional political,cultural,social and ecological interests.It is time to solve the issues of“the other overall situation”.In light of different regional types of relationships and unbalance reasons,the mode of five-pronged interest compensation for coordinated regional development should be constructed with dominance in economic,political,cultural,social,and ecological interest compensation and supplement in other interest compensation.It is even more necessary to promote the corresponding system reform and institution innovation and establish a policy system as a guarantee.
