基于电子海(江)图的水上安全通航监管服务平台设计与开发

摘要 针对水上安全通航监管服务类系统界面信息展示繁杂、使用繁琐,后台信息共享不畅的问题,进行基于电子海(江)图的水上安全通航监管服务平台的研究。提出采用图层叠加、分层分级展示以及面向服务的架构(SOA)的理念,创新设计基于一张图的业务视图模型和共享数据库总体架构,将成熟的电子海(江)技术与水上安全通航监管和服务业务深度融合,打通后台数据壁垒,为实现跨区域、跨部门的数据共享与协同,提升水上安全通航监管效率及服务水平提供技术手段。 In view of the problem of complicated display of information on the interface of the water safe navigation supervision service system, cumbersome use, and poor background information sharing, we carry out a research on the water safe navigation supervision service platform based on the electronic sea(river)map. Proposing the concept of layer overlay, hierarchical display and SOA,we design innovatively a business view model based on a graph and the overall architecture of a shared database, which successfully integrates mature electronic sea(river)technology with maritime safe navigation supervision and service business in depth, and breaks through back-end data barriers to provide effective technical means for achieving cross-regional and cross-departmental data sharing and coordination and improving the efficiency and service of maritime safe navigation supervision.
