摘要
当前我国旅游业蓬勃发展,但旅游公共服务建设滞后于旅游市场的高速增长,亟待加快推进旅游公共服务领域的供给侧改革。而政府购买旅游公共服务不仅是供给逻辑的技术革新,更是治理理念的整体性变革,是推进旅游公共服务领域供给侧改革的重要手段。因此“十四五”时期,应在明晰政府购买旅游公共服务政策内涵、范畴边界的基础上,通过“政策赋责、资金赋力、技术赋能、游客赋权”,推进实施政府购买旅游公共服务工作。
At present,China's tourism industry is booming,but the construction of tourism public service lags behind the rapid growth of tourism market.It is urgent to accelerate the supply-side reform of tourism public service.The government purchase of tourism public services is not only a technical innovation of supply logic,but also an overall reform of governance concept,and an important means to promote the supply-side reform of tourism public services.Therefore,during the“14 th Five-year Plan”period,we should promote the implementation of government purchase of tourism public services through“policy responsibility,capital empowerment,technology empowerment,tourists empowerment”on the basis of clarifying the connotation and scope of government purchasing tourism public services.
