科技期刊服务科技自立自强:机遇、问题与路径

Sci-Tech Journals’Services in Technological Self-reliance:Opportunities,Problems and Routes

科技自立自强是党的十九届五中全会提出的国家发展战略支撑。科技期刊是荟萃科学发现、引领科技发展的重要载体。经过持续投入和发展,我国科技期刊办刊质量与国际影响力不断提高,但整体质量与国外知名期刊相比还存在较大差距。国家各类政策、支持发展计划、顶层设计给科技期刊跨越式发展带来了机遇和挑战。然而科技期刊在服务科技强国建设中还存在前沿引领力不够、创新服务能力存在短板、对创新主体的积极性、创造性调动不够等问题。为落实科技创新推动高质量发展,建设创新型科技强国的使命,应通过坚持“四个面向”和价值引领,促进原始创新;连接创新要素,激发创新主体活力,促进成果转化;集团化发展,打造一批具有国际竞争力的品牌期刊和出版集团;建设期刊开放共享数字平台等路径,占领国际学术创新高地,努力为科技自立自强提供重要支撑。

Self-reliance in science and technology is a strategic national development support proposed by the Fifth Plenary Session of the 19th Central Committee of the Party.Sci-tech journals are an important carrier for scientific discovery collection and lead their development.With continuous investment and development,China’s sci-tech journals see a great improvement in quality and international influence,but there is still a great distance from influential international top journals.With national policies,development plan supports,and top-level designs,great opportunities and challenges co-exist for the leap-forward development of sci-tech journals.However,there are still insufficiencies in sci-tech journals’services for the powerful country construction,namely,those in forefront leadership,innovative service capabilities,enthusiasm for being innovation subjects,and creative mobilization in the service of building a strong country in science and technology.In order to promote technological innovation to push ahead its high-quality development,and fulfill the mission of building a scientific and technological power,original innovation should be first promoted through adherence to the“Four Orientations”and value guidance.Besides,it should focus on innovative element connection,innovative subjects’vitality stimulation,and research result transformation promotion.Measures may also include forming internationally competitive brand journals and publishing groups,expand access to open and shared digital journal platforms,so as to occupy the international academic innovation highland,and provide vigorous support for technological self-reliance.
