我国应急物资分配与管理制度研究

Research on our country’s emergency material distribution and management system

目前,我国初步形成了包括法律、法规、规章和规范性文件在内的应急物资分配与管理的立法体系,但在具体实践中还存在物资决策机制不完善、工作机制不透明、信息公开不准确、运输配送效率低、人力资源缺乏等问题。针对存在的问题,需进一步完善决策分配机制、优化信息公开机制、建立高效的物流工作机制,以及加强应急管理人才的培养。

At present,China has initially formed a legislative system for the distribution and management of emergency supplies including laws,regulations,and regulatory documents.However,in specific practice,there still exists some problems,including imperfect material decision-making mechanism,opaque working mechanism,inaccurate information disclosure,low transportation and distribution efficiency and lack of human resources.In response to these problems,this article proposed suggestions from the perspective of improving the decision-making distribution mechanism,optimizing the information disclosure mechanism,establishing an efficient logistics working mechanism,and strengthen the training of emergency management personnel.
