New progress in China’s oil and gas pipeline construction in 2021

2021年,中国新建成油气管道里程约5414千米,油气管道总里程累计达到15万千米。油气消费增长态势向好,基础设施建设稳步推进;国家管网集团接管陕京管道等资产,全国天然气主要干线管道全部实现并网运行;中俄东线天然气管道南段(永清-上海)和西气东输三线中段(中卫-吉安)中卫二站等天然气重要工程开工建设;跨省天然气管道运输价格重新核定,“一企一价”正式调整为“一区一价”;天然气“全国一张网”全面铺开,多家省级天然气管网公司融入国家管网集团;油气管道“工业互联网+安全生产”建设启动。展望2022年,天然气需求保持增长态势,天然气基础设施加快建设;碳达峰、碳中和战略目标顶层设计出台,推动天然气“全国一张网”体系加快完善;省级管网改革成为未来油气行业重点改革方向;管网隐患治理和安全改造是行业重点治理方向。

In 2021,about 5,414 km of new oil and gas pipelines were built in China,bringing the total length of oil and gas pipelines to 150,000 km with growing oil and gas consumption and steady infrastructure construction progress.The National Petroleum and Natural Gas Pipeline Network Group Co.,Ltd.(referred to as PipeChina) officially took over the equity of Shannxi-Beijing pipeline and a key step in the development of the oil and gas pipeline network assets integration has been fully completed.The southern section of the China-Russia eastern natural gas pipeline (Yongqing-Shanghai),the middle section of the third West-East Gas Pipeline (Zhongwei-Ji’an),and other important natural gas branches and trunk lines have started construction.The provincial natural gas pipeline transportation price was re-assessed,“one price for one enterprise” was officially changed to “one price for one region”,the “one national network” of natural gas was fully rolled out,many provincial natural gas pipeline network companies were integrated into PipeChina,and the construction of the pipeline “Industrial Internet + Safe Production” was launched.Looking forward to 2022,the demand for natural gas will continue to grow,and the construction of natural gas infrastructure will be accelerated.The top-level design of carbon peaking and carbon neutrality strategy will accelerate the improvement of “one national network” system.Provincial pipe network reform will become the key direction of future oil and gas industry reform and hidden danger management and safety transformation of pipe network will be the key direction of the industry governance.
