美国技术性贸易壁垒的新态势与中国的应对策略

New Situations of the United States Technical Barriers to Trade and China’s Countermeasures

随着美国贸易保护主义抬头,技术性贸易壁垒已经逐渐成为美国限制进口的主要手段之一。在逆全球化潮流涌动的背景下,美国技术性贸易壁垒也呈现出了新的时代特征,这对于中国而言既是经济发展面临的挑战,也是促进转型带来的机遇。因此,文章在总结美国技术性贸易壁垒新态势的基础上,进一步分析了美国技术性贸易壁垒对中国经济的冲击,最后从及时了解最新进展、鼓励技术创新、鼓励对美及其他国家的直接投资、加强国际合作四个方面提出了中国应对美国技术性贸易壁垒的具体策略,以促进我国对外贸易实现持续平稳健康发展。

With the rise of trade protection in the United States,technical barriers to trade(TBT) have gradually developed into one of the main measures of the United States import restriction. Under the background of the surging trend of anti-globalization, the United States TBT also show new characteristics of the times, which is not only a challenge to China’s economic development, but also an opportunity to promote transformation. Thus, on the basis of summarizing the new situations of the United States TBT, this paper further analyzes the impact of the United States TBT on China’s economy, and finally puts forward specific strategies for China to deal with the United States TBT from four aspects—keeping abreast of the latest developments, encouraging technological innovation, encouraging direct investment in the United States and other countries, and strengthening international cooperation, so as to promote the sustained, stable and healthy development of China’s foreign trade.
