混合战争背景下人防工程周界防御体系探讨

摘要 进入2020年代,全球化、多极化和信息化正推动国家间冲突加剧延伸至非传统战争领域,当前混合战争的威胁日渐增长。我国的人民防空系统承担保护人民群众生命安全、维护生产生活正常秩序的重要责任。从袭击者角度出发,策划针对人防工程的非传统方式袭击是混合战争中极有可能采取的重要策略之一。本文通过探讨城市人防工程设施周界面临的各类非传统安全威胁,结合城市建成区内人防工程设施用地局促、边界交杂、通道网络密集的周界空间特征,探索应对混合战争中非传统安全威胁的城市人防工程设施周界防御体系构想;提出分级分类设防、风险防范规划,结合周界划分与实体防护设防策略、边界管控、加强监视三个方面的具体措施,为今后提升城市人防工程设施应对混合战争中非传统安全威胁的防护能力提供策略建议。 As we enter the third decade of the 21st century,globalization,multi-polarization and information are intensifying conflicts between countries that are extending into the field of non-traditional warfare.The threat of hybrid warfare is growing day by day.Civil defense systems have the important responsibility of protecting people’s lives and maintaining the order of everyday life and production.From the perspective of the attacker,planning a non-traditional attack against civil defense projects is one of the most important strategies to be adopted in hybrid warfare.This paper explores the various non-traditional security threats faced at the perimeters of urban civil de‐fense engineering facilities,and combines the perimeter space characteristics of the civil defense engineering facili‐ties in the urban area of the city,which has land constraints,mixed borders,and dense passage networks,and ex‐plores how to deal with perimeter defense system concept of threatened urban civil defense engineering facilities of non-traditional security threats in hybrid warfare.This paper also comprises a hierarchical and classified fortifica‐tion and risk prevention plan,and combines with specific measures for perimeter division and physical defense forti‐fication strategies,boundary management and control and strengthened surveillance,forming a defense system con‐cept for the future improvement of urban civil defense engineering facilities to deal with hybrid warfare.Providing strategic recommendations for non-traditional security threats will strengthen national security at the basic level.
