积极老龄化视角下农村互助养老运行机制分析

在乡村振兴与人口老龄化背景下,展开对农村互助养老运行机制的研究,有助于培育农村社区居民互助理念、打造新时期农村社区共同体建设和推进乡村振兴战略发展。通过对农村地区养老现状的研究采用文献阅读和性质研究的方法,基于积极老龄化理论对农村互助养老进行分析,从从动力、控制、整合、保障与激励五个维度构建农村地区互助养老的运行机制。为了破解农村养老困境,提出结合内生需求与外源动力来完善动力机制、规范供给主体以调整控制机制、加强主体间良好沟通以优化整合机制、衔接监督管理与评议反馈来改善保障机制、结合物质与精神双重激励以完善激励机制等对策来构建农村互助养老的运行机制。

Under the background of rural revitalization and population aging, the research on the operating mechanism of rural mutual support for the aged is helpful to cultivate the concept of rural community residents’ mutual assistance, build a rural community in the new era and promote the strategic development of rural revitalization. This paper, by literature reading and qualitative research, through analyzing the components of the operation mechanism of rural mutual support for the aged, on the basis of the theory of active aging, constructs the operation mechanism of rural mutual support for the aged from the five dimensions of power, control, integration, guarantee and incentive. To solve the difficulties in rural endowment, the demand of the endogenous and exogenous incentive to improve the motivation mechanism is put forward to standardize the supply main body to adjust control mechanism, and strengthen good communication between the main body to optimize integration mechanism, supervision and management and appraisal feedback so as to improve the guarantee mechanism, combined with the material and spiritual double incentive countermeasures such as to perfect the incentive mechanism to build rural mutual pension operation mechanism.
