Management and Practice of the Investment Plan for Refined Petroleum Pipeline Project

截至“十三五”末,国内油气长输管道总里程14.5万千米,其中成品油管道约2.91万千米,随着国家“双碳”战略的提出,预计成品油市场消费量将在“十四五”期间达峰。作为运输方式之一的成品油管道,大发展时代已经或是即将过去,提质增效发展将成为未来发展的主题。这就意味着成品油管道的投资规模、建设强度将迅速下降,短距离高效益的支线管道、现有管道联通成网以及脱瓶颈增输改造将成为成品油管道企业的主要投资方向。在这一背景下,文章以国内某成品油管道企业(集团公司下的二级单位)的投资计划管理为背景,探讨如何进行投资计划的有效管理,以期提高投资投放精准度和使用效率,提出意见和建议。

As of the end of the“Thirteenth Five-Year”Plan,the total mileage of domestic long-distance oil and gas pipelines is 145000 kilometers,including about 29100 kilometers of refined petroleum pipelines.With the“carbon peak and neutrality”strategy proposed,it is estimated the market consumption of refined oil will peak during the“Fourteenth Five-Year Plan”period.As one of the transportation methods,refined oil pipelines whose era of great development has passed or is about to pass will be focused on its improvement of quality and efficiency in the future,which means its investment scale and construction intensity will decline rapidly and the short-distance and high-efficiency branch pipelines,the connection of existing pipelines to form a network and the de-bottlenecking transformation with increasing transmission will become the main investment directions of refined petroleum pipeline enterprises.Under such a background,setting in the investment plan management of a certain refined oil pipeline enterprise(the secondary unit ofits conglomerate),this paper will discuss how to effectively manage investment projects in the hope of raising investment accuracy and usage efficiency and offer advice and some suggestions.
