天然气项目建设采购成本管理研究

Study on Purchasing Cost Management of Natural Gas Project Construction

在提倡可持续发展的背景下,天然气是十分重要的清洁能源之一,天然气项目建设工作关系着中国能源安全。开展好天然气项目建设采购成本管理工作,对提升天然气项目经济效益至关重要。文章首先阐述了天然气项目建设采购成本管理内容,然后提出了天然气项目建设采购成本管理措施,包括规范采购管理流程、建立相应制度、优化资源集中采购、加强供应商管理、推行电子商务模式实行线上采购等。同时,提出了全面推进天然气项目建设全球化采购的策略,期望通过提高全球化采购意识,培养引进全球化人才,推进供应商选择全球化以及推进物流运输全球化来实现全球化采购,从而高效控制采购成本。

In the context of sustainable development,natural gas is one of the very important clean energy,and the development of natural gas projects is related national energy security.Procurement cost management is very important to improve the economic benefits of natural gas projects.This paper discusses procurement cost management and its measures,including procurement process management,integrating resources and centralized procurement,supplier management and promoting electronic procurement etc.This paper suggests to promote the strategy of global procurement of natural gas project,improve the awareness of global procurement,train global talents,promote the globalization of supplier selection,logistics and transportation,in order to effectively control the procurement cost.
