Problem and Countermeasure Research on Safety Production of Scientific Research Institutes

科研院所是国家科技创新的主战场,是实现科技强国的重要力量。科研活动普遍涉及危险化学品和未知安全风险,确保安全是科研院所顺利开展科研活动的基本条件。文章通过梳理科研院所安全生产的特点及现状,从健全科研安全责任制、提高科研设施本质安全度、完善事故双重预防机制、开展安全生产标准化建设、实施同行评估、建立经验反馈机制、加强安全文化建设等方面,提出进一步加强科研院所安全生产工作的措施建议,为科研院所提升安全水平、实现安全发展提供思路和借鉴。

Scientific research institutes are the main battlefield of national scientific and technological innovation and important force to realize the power of science and technology.Scientific research activities are generally involved in hazardous chemicals and unknown safety risks.Ensuring safety is one of the basic conditions for scientific research institutes to carry out scientific research activities smoothly.The characteristic and status quo of safety production in scientific research institutes are deeply analyzed in the paper.Measures and suggestions for further strengthening safety management are proposed from the aspects ofimproving the safety responsibility system,advancing intrinsic safety of scientific research facilities,enhancing dual prevention mechanism of accidents,carrying out standardization construction of work safety,conducting peer review,establishing experience feedback mechanism,setting up safety culture constantly,etc.,thereby providing thoughts and references for scientific research institutes to improve safety performance and realize safe development.
