摘要
发挥社会组织作用、创新社会治理体制、激发社会组织活力是推动国家社会治理创新、转变政府职能以及提高服务质量的重要力量。本文以承接政府购买服务项目的五大社会组织为例,探讨在政府购买服务工作下组织为获得发展所采取的策略行为以及其对组织成长所产生的激励作用。研究发现,合法性、自主性、资源保障性、互动性以及信任度是激励组织成长的主要因素。在此基础上,进一步讨论这些激励因素对推动社会组织成长以及改善政府购买工作所带来的重要影响。
To promote the innovation of national social governance,transform the government’s functions and improve its service quality,it is imperative to take the full advantage of social organizations in stimulating their vitality,and innovate social governance mechanism.This paper exemplifies five social organizations that undertake the government purchase service projects,and elaborates their strategies to manage to grow in satisfying the government’s requirements.The paper finds that legitimacy,autonomy,resource guarantee,interaction and trust are the main factors to stimulate an organization’s growth.The paper finally discusses such incentives’impact on developing social organizations and improving government procurement.
