黄河国家战略背景下山东半岛城市群发挥龙头作用的路径选择

The Route Selection of Shandong Peninsula Urban Agglomeration to Play the Leading Role Under the Background of Yellow River National Strategy

黄河流域生态保护和高质量发展是国家重大发展战略,发挥山东半岛城市群龙头作用,推动沿黄地区中心城市及城市群高质量发展是习近平总书记的要求。本文深入分析了黄河国家战略下山东半岛城市群的优势与短板,通过借鉴长三角城市群、珠三角城市群先进经验,提出了山东半岛城市群发挥龙头作用的具体路径。认为发挥山东半岛城市群在黄河流域的龙头作用,需首先在龙头塑造上下功夫,通过提升中心城市发展能级,加快形成“一群两心三圈”的龙头发展格局;同时,还要突出自身比较优势,发挥龙头引领和辐射带动作用,打造沿黄达海大通道,不断强化跨区域、跨流域产业协作,以推动黄河流域城市群协同创新发展。

Ecological protection and high-quality development of the Yellow River Basin is a major national development strategy.It is the requirement of General Secretary Xi Jinping to give full play to the leading role of Shandong Peninsula urban agglomeration and promote high-quality development of central cities and urban agglomeration along the Yellow River.This paper deeply analyzes the advantages and disadvantages of Shandong Peninsula urban agglomeration under the national strategy of Yellow River,and puts forward the specific path for Shandong Peninsula urban agglomeration to play a leading role by drawing lessons from the advanced experience of Yangtze River Delta urban agglomeration and Pearl River Delta urban agglomeration.It is suggested that the leading role of Shandong Peninsula urban agglomeration in the Yellow River basin should be brought into full play,and the leading development pattern of“a group of two hearts and three circles”should be accelerated by improving the development level of central cities.At the same time,we should highlight our comparative advantages,give full play to our leading and radiating role,build a major channel along the Yellow River Delta,and constantly strengthen inter-regional and inter-basin industrial cooperation to promote collaborative innovation and development of urban agglomerations in the Yellow River Basin.
