摘要
从人员配置、培训和激励的角度阐述炼化企业一线员工队伍建设的现状,分析了员工结构、岗位备员、整体素质、安全培训投入、工学矛盾、安全培训规划等方面存在的主要问题及薄弱环节。基于现状和问题,从员工队伍建设、培训体系建设、责任划分与绩效考核3个层面提出了岗位任职资格体系、岗位技能评定体系、培训直线责任、培训统筹协作、培训体系更新、责任网格划分、绩效指标分解等能力提升策略,为企业安全管理水平提升、岗位安全履职能力完善提供参考。
From the perspective of personnel allocation,training and incentive,the current situation of front-line staff of team construction in refining and chemical enterprises was expounded,and the main problems and weak links existing in the aspects of staff structure,post preparation,overall quality,training investment,contradiction between work and study,training planning and so forth were analyzed.Based on the current situation and problems,from three aspects of the staff team construction,training system construction,responsibility division and performance appraisal,the safety performance ability improvement strategies,including the post qualification system,the post skill evaluation system,training linear responsibility,training coordination,training system update,responsibility grid division,performance index decomposition were proposed.It provided reference for the improvement of enterprise safety management level and the post safety performance ability.
