河南省农村高质量发展水平指标体系构建研究

Research on the Construction of the Index System of High-quality Rural Development Level in Henan Province

加速推进农村高质量发展是新时期一项重大任务,构建反映农村高质量发展水平的指标体系是高质量发展的实践要求.基于对农村高质量发展内涵的理解,在参考国内外相关评价指标体系的基础上,以五大发展理念为指导,设计了由创新基础、创新效率、农业经济结构协调度、社会生活水平协调度、资源利用、环境影响、对外开放水平、福利分配与共享8个方面24项指标构成的河南省农村高质量发展水平指标体系.

At present,promoting high-quality rural development has become a major task in the new era.Therefore,the establishment of an index system which reflects high-quality rural development is a practical requirement for high-quality development.The study is based on the understanding of the connotation of high-quality development in rural areas with the reference of the relevant evaluation index systems at home and abroad.Guided by the five new development concepts,it devises an evaluation index system of rural high-quality development in Henan province.The index system consists of 24 indicators in 8 aspects,namely,innovation foundation,innovation efficiency,coordination of economic structure in agriculture,coordination of social living standards,resource utilization,environmental impact,level of opening-up to the outside world,and welfare distribution and sharing.
