摘要
随着国际贸易发展及海上能源运输的大幅增长,海上溢油事故的风险也持续增加,对海上溢油事故快速响应、系统性处理,尤其是在溢油事故地点连续作业、指挥显得格外重要。文章通过对往年海上溢油事故进行研究,分析事故中采用的处理方案,结合近几年发展的无人驾驶系统、全球导航卫星系统(Global Navigation Satellite System, GNSS)、卫星通信系统以及油水分离系统,构造一种以母船围油-抽吸方式为主,无人机、无人船舶相辅助,处理大量溢油的综合型船舶,以达到最快速控制溢油、全方位处理溢油、全天候监测溢油地点的目的。
Oil spill events at sea are studied and the treatment schemes for those events are analyzed. The technical develop-ments in unmanned vehicle control and GNSS are investigated. A comprehensive vessel for treatment of massive oil spill is designed. In the arrangement of the vessel, a mother ship providing containment-suction function is supported by drones and USVs to ensure 24/7 monitoring of the site and achieve oil control as soon as possible and as complete as possible.
