化工企业环境应急预案的重要性及编制对策研究

化学工业在国民经济生产和人们社会生活中扮演着重要角色,由于化工企业涉及到较多具有危险性的原辅料、产品、固体废物以及工艺、设备等,所以在生产过程中具有较大的环境风险潜势,且随着化工企业数量及生产规模的扩大,化工企业发生突发性环境事件的频率越来越高。对于化工企业而言,编制环境应急预案,预防和应对突发环境事件显得尤为重要。本文主要对化工企业环境应急预案的编制意义、编制原则、编制存在的问题以及编制要点等进行了全面分析,为化工企业环境应急预案编制提供经验借鉴。

The chemical industry plays an important role in the national economic production and people’s social life.Because chemical enterprises involve more dangerous raw materials,products,solid wastes,processes and equipment,etc.,they have a large environmental impact in the production process.Risk potential,with the expansion of the number and production scale of chemical enterprises,the frequency of environmental emergencies in chemical enterprises is getting higher and higher.For chemical companies,it is particularly important to prepare environmental emergency plans to prevent and respond to environmental emergencies.This paper mainly conducts a comprehensive analysis of the compilation signifi cance,compilation principles,existing problems and main points of environmental emergency plans of chemical enterprises,and provides experience and reference for the compilation of environmental emergency plans of chemical enterprises.
