刍议环境影响评价中的公众参与机制

On the Public Participation Mechanism in Environmental Impact Assessment

随着我国社会经济的快速发展和科学技术的不断进步,人们对生态环境的认识逐渐加深。在生态环境保护中,社会大众是环境保护的主要参与者,社会环境质量好坏与他们的切身利益息息相关。因此,在环境影响评价中,要注重收集和听取社会公众的意见和呼声,依法保障公众在环境影响评价中的权利。笔者结合多年工作经验,对比西方发达国家的经验做法,深入分析了我国环境影响评价中公众参与机制存在的主要问题,并提出了应对策略和建议,希望可以为我国环境影响评价公众参与制度的优化提供参考。

With the rapid development of China’s social economy and the continuous progress of science and technology,people’s understanding of the ecological environment is gradually deepened.In ecological and environmental protection,the public is the main participant in environmental protection,and the quality of social environment is closely related to their vital interests.Therefore,in environmental impact assessment,we should pay attention to collecting and listening to the opinions and voices of the public,and protect the public’s rights in environmental impact assessment according to law.Combined with many years of work experience and comparing the experience and practices of western developed countries,the author deeply analyzes the main problems existing in the public participation mechanism in China’s environmental impact assessment,and puts forward countermeasures and suggestions,hoping to provide reference for the optimization of China’s public participation system in environmental impact assessment.
