我国排污权储备管理中存在的问题及对策研究

Research on the Problems and Countermeasures in the Management of Pollution Discharge Right Reserve in China

排污权储备是调节排污权交易市场和资源供给平衡的重要手段,也是保障国家经济高质量、可持续发展所需总量指标的关键性措施。目前我国政府排污权储备在经济活动中的运营和管理作用尚未得到充分的发挥,本文将从我国政府对排污权的储备管理现状出发进行介绍,分析排污权储备管理过程中存在的问题,探讨管理改革的对策措施。

The reserve of emission rights is an important means to adjust the trading market of emission rights and the balance of resource supply,and also a key measure to guarantee the total index of high quality and sustainable development of national economy.At present,the operation and management role of the government’s reserve emission right in economic activities has not been fully played.This paper will introduce the current situation of the government’s reserve management of the discharge right,analyze the problems existing in the process of the reserve management of the discharge right,and discuss the countermeasures of management reform.
