首席数据官制度是在提高数字治理能力、提升公共部门数据价值的目标下进行的组织体系创新,是推动数字政府建设的一项重要举措。政府首席数据官制度的实施与国家信息化发展战略高度契合,有助于推动政府的数字化转型,是政府治理现代化的必然要求。当前,政府首席数据官制度在实践中面临多重发展困境,未来首席数据官制度的推进应更加重视职能定位与权责配置、制定完备的知识培训体系与人才评价机制,以法治理念健全政府数据制度体系。

The Chief Data Officer system is an organizational innovation under the goal of improving the digital governance capability and enhancing the data value of the public sector.It is an important step towards data-driven government.Presently,China’s government Chief Data Officer system faces some difficulties in the promotion process,such as unclear functional positioning,inadequate allocation of powers and responsibilities,insufficient talent development,imperfect evaluation mechanism,weak operation foundation,and imperfect data system.In the future,the design and implementation of the Chief Data Officer system should be systematically advanced in terms of responsibilities and powers,internal operation mechanism and external support system improvement based on clarifying the system’s connotation and value positioning.
