数字政府建设的重庆实践及启示

Practice and Enlightenment of Digital Government Construction in Chongqing

随着新一代信息通信技术快速发展与嵌入融合,数字政府建设已逐步成为推进国家治理体系与治理能力现代化的基本形态。通过系统回顾重庆市数字政府发展历程,文章全面总结了重庆市在数字政府建设经验成效,以重庆市数字政府建设为基本点,依据时间线索梳理了重庆市数字政府的信息化、电子化、数字化3个发展阶段,并从顶层设计的指导、治理模式的调整、技术革命的迭代3个方面总结了经验,提出进一步优化发展的路径,以期为我国其他地区数字政府建设提供参考。

With the rapid development and integration of the new generation of information and communication technologies,the construction of digital government has gradually become the basic form to promote the modernization of the national governance system and governance capacity.By systematically reviewing the development process of Chongqing's digital government,the article comprehensively summarizes the experience and effectiveness of Chongqing's digital government construction.Taking the construction of Chongqing's digital government as the basic point,it sorts out the informatization,electronization and digitization of Chongqing's digital government according to time clues.Three development stages,and summed up experience from three aspects:guidance of top-level design,adjustment of governance model,and iteration of technological revolution,and put forward a path for further optimization of development,in order to provide reference for the construction of digital government in other regions of my country.
