科技人才已经成为我国建设科技强国和社会主义现代化强国的关键要素,打造高质量的科技人才队伍成为应对国际局势新变化的关键举措,是建设现代化强国的客观要求,是实现高水平自立自强的重要保障。为了研究提升科技人才效能对高水平科技自立自强的实现路径,文章梳理了在培养科技人才的意义和路径、科技自立自强思想演进、实现科技自立自强路径等方面研究情况。在分析了科技人才对高水平科技自立自强意义的基础上,提出了强化党对科技人才工作的领导,扎实推进人才强国战略,凝聚科技人才的共识,打造国际化的科技人才队伍,破除科技人才干事创业的堵点,激活科技人才的干事创业热情等面向高水平科技自立自强的科技人才效能提升路径。
