摘要
以城市应急管理技术水平提升为目标,从系统安全角度出发,围绕城市地下基础设施灾害与防护中心、城市地下交通运输应急指挥中心、城市地下空间突发事件模拟中心三个平台,打造智慧化、智能化、数字化和立体化城市地下空间安全研究实验室,重点解决城市地下生命线、轨道交通风险监测与计算、地下重点工程灾害实验模拟问题,通过信息化、大数据、实验科学等手段解决城市地下交通运输应急指挥、地下空间公共突发事件应急推演等突出问题,在规划设计层面重点阐述不同模块实验平台的建设思路,以期为应急管理新方法提供思路。
Aiming to improve the level of urban emergency management technology,from the perspective of system security,build wisdom around three platforms:urban underground infrastructure disaster and protection center,urban underground transportation emergency command center,and urban underground space emergency simulation center,to build wisdom,intelligence,digital and three-dimensional laboratory about urban underground space safety.The laboratory focuses on solving the problems of urban underground lifeline,rail transit risk monitoring and calculation,and disaster experiment simulation of key underground projects.By means of informatization,big data,experimental science and other means to solve theurban underground transportation emergency command,emergency deduction of public emergencies in underground space,etc.And this paper focus on the construction ideas of different modular experimental platforms at the planning and design level,in order to provide ideas for new methods of emergency management.
