Voluntary Service and the Grassroots Governance in the New Era

志愿服务是推动基层社会治理的先锋力量。志愿服务以自愿、无偿为前提,通过交流、互动、引导等柔性治理方式来化解社会矛盾,解决社会问题,是基层社会治理的重要组成部分。作为弘扬和践行社会主义核心价值观的重要载体,志愿服务在基层社会治理中发挥道德引领、矛盾化解、民生服务、社会动员功能。志愿服务在参与基层社会治理过程中通过发挥其社会功能推动了基层社会治理体系和能力的创新发展。要推进志愿服务融入基层社会治理,就必须要以服务理念、服务方式和服务机制为总抓手,优化志愿服务发展的实践路径。这就要求:一是创新服务理念,强化思想引领。二是优化服务方式,提升服务效能。三是完善服务机制,激发服务活力。

Voluntary service,as the vanguard force to promote grassroots social governance,based on the premise of voluntary and free service,to solve social conflicts and problems through flexible governance methods such as communication,interaction and guidance,is an important part of grassroots social governance.As an important method of promoting and practicing socialist core values,in grassroots social governance,voluntary service plays the role of moral guidance,conflict resolution,serving for people’s well-being,and social mobilization.In the process of participating in grassroots social governance,by exerting its social function,voluntary service promotes the innovation and development of grassroots social governance system and capacity.To promote the integration of voluntary service into grassroots social governance,it is necessary to optimize the practice path of voluntary service development centering on the concept,the method and the mechanism of service,which requires,firstly,to innovate service concepts and strengthening ideological guidance;secondly,to optimize the way we provide services and improve service efficiency;and thirdly,to improve the service mechanism and stimulate service vitality.
