摘要
在对以往相关理论整合总结的基础上,将全国28个省、市、自治区作为研究对象,构建4个准则层指标,18个指标层指标的区域科技创新能力评价指标体系,基于2015-2019年数据,综合利用熵权TOPSIS法进行分析,研究成果表明:构建的指标体系及模型测算了区域工业企业科技创新能力,其中区域出口金额、技术市场成交金额、R&D项目数和人员量、专利授权数这五个指标影响显著;从时间截面分析结果看,28个省、市、自治区多数科技创新能力一般;从发展潜力分析结果看,一半省、市、自治区具有一定发展潜力。最后,结合各个省、市、自治区的现状,从各省本身、政府和企业三个角度提出建议和意见。
Based on the integration and summary of previous relevant theories,taking 28 provinces,cities and autonomous regions in China as the research object,a regional scientific and technological innovation capability evaluation index system with 4 criteria level indicators and 18 index level indicators is constructed.Based on the data from 2015 to 2019,the entropy weight and TOPSIS method is comprehensively used for analysis.The research results show that the constructed index system and model effectively evaluate the scientific and technological innovation ability of regional industrial enterprises,among which the five indexes of regional export amount,technology market transaction amount,number of R&D projects and personnel,and number of patent authorizations have a significant impact;from the results of time section analysis,most of the 28 provinces and cities have average scientific and technological innovation ability;from the analysis results of development potential,half of the provinces and cities have certain development potential.Finally,combined with the current situation of various provinces and cities,this paper puts forward suggestions and opinions from the two perspectives of government and enterprises.
