水利工程双控机制建设实践研究

摘要 加强安全风险分级管控、隐患排查治理的双控机制建设,是推动施工单位安全生产主体责任有效落实的重要手段,能够把风险控制在隐患形成之前,把隐患消灭在事故发生之前,从而预防和减少安全事故。以固安城区水厂示范项目的双控机制建设为例,对建设经验进行总结,对水利施工项目开展双控机制建设有一定的指导和借鉴意义。 Strengthening the double control mechanism of hierarchical control of safety risks and troubleshooting and treatment of hidden dangers is an important means to promote the effective implementation of the theme responsibility of work safety of the unit.It can control the risks before the formation of hidden dangers and eliminate them before accidents,so as to prevent and reduce safety accidents.Taking the double control mechanism construction of the water plant demonstration project in Gu'an city as an example,this paper summarizes the experience and practices of the highlights in the construction,which has a strong guidance and reference for the double control mechanism construction of water conservancy construction projects.
