国土空间规划框架下的交通规划编制体系探讨——以深圳市为例 被引量:7

摘要 2000年,为应对城市高速发展带来的复杂交通问题,深圳市建立了与城市规划体系相协调的“三阶段四层次”交通规划编制体系。伴随国土空间规划编制体系的重建,首先阐述了深圳市“两级三类”国土空间规划编制体系,进而提出适应国土空间规划编制的交通规划转型要求。结合深圳存量用地发展的阶段特征以及既有交通规划体系的现实问题,明确国土空间框架下深圳交通要素分类分级,并对建立新时期深圳交通规划体系编制内容、编制主体、审批层级及传导机制进行研究。交通规划编制需要适应国土空间规划对于交通用地空间刚性管控、交通设施类型逐级传导等新要求,优化形成与之相匹配的交通规划编制体系,以支撑深圳交通与城市发展的持续协同与互促。 To deal with the traffic dilemma caused by rapid urban development, Shenzhen has established a transportation planning system in 2000, which is consistent and coordinated with the city’s urban planning system. In recent years with the improvement of territorial spatial planning system, transportation planning is faced with certain new requirements such as rigid management of transportation land use and hierarchical transmission of transportation facilities implementation, so as to achieve the goal of creating an integrated transportation blueprint. Combined with the city’s “two levels three types”territorial spatial planning system requirements, and the characteristics of Shenzhen inventory land development in different stages, this paper analyzes the adaptability of the existing transportation planning system and puts forward its major planning elements and transmission mechanism under the territorial spatial planning framework, so as to improve the existing planning system, leading planning agency and approval mechanism, and promote the coordination of transportation and urban development.
