基于公共管理伦理视角下城市规划管理突出问题分析及对策

Research on Prominent Problems and Countermeasures of Urban Planning Management from the Perspective of Public Management Ethics

从伦理道德与机制体制建设方面研究城市规划管理突出问题,指出在政府组织及其自身发展和城市规划管理人员等方面存在伦理缺陷问题,认为规划组织结构系统与组织环境的不适应、规划行政职能不清、组织内部人员专业素质不高、意识形态的改变以及权力监督不足等是规划管理突出问题的成因.这些问题可以通过优化组织结构、增加机构设置公理性、理顺规划管理职能、加强部门伦理制度建设、树立正确人生观等方法来解决.研究结果可为各级政府构建科学合理和高效规范的城市规划管理体系起到借鉴作用.

This paper studies the prominent problems of urban planning management from the aspects of ethics and mechanism system construction, points out that there are ethical defects in government organizations and their development, urban planning managers, and believes that the causes of the prominent problems of planning management are the incompatibility between the planning organization structure system and the organizational environment, the unclear planning and administrative functions, the low quality of managers within the organization, the change of ideology and the lack of power supervision. It also puts forward that these problems can be solved by optimizing the organizational structure, increasing the public rationality of institutional setting, straightening out the functions of planning management, strengthening the construction of ethical system of planning department, and establishing a correct outlook on life. The research results can be used as a reference for governments at all levels to build a scientific, reasonable, efficient and standardized urban planning management system.
