上海市区级层面高质量发展动态评价

Dynamic Evaluation of High Quality Development at District Level in Shanghai

摘要 高质量发展已成为城市和区域发展的最强音。现有研究多侧重于省域、市域或城市群等层面,对城市内部关注较少。本文结合高质量发展内涵和上海市发展的内在要求,遵循科学性、引导性、数据可获得性原则,从经济增长活力、科技创新能力、绿色发展水平、居民生活质量、区域协调发展5个维度构建评价指标体系,运用熵值法,从空间和时间两个角度对上海市各区高质量发展水平进行综合评价。结果表明:1)上海市高质量发展水平整体上逐渐提升,但各区发展质量差异较大;2)2012年和2017年浦东新区高质量发展水平均排名第一,其他区域则呈现出“中心—外围逐渐降低”的空间分布特点;3)各区域存在发展不平衡的现象,各有优势和短板。针对以上特点,提出促进上海各区域高质量发展的相关对策建议。 High quality development has become the strongest sound of urban and regional development.However,most of the existing researches focus on the provinces,cities or urban agglomerations level,but pay less attention to high quality development within cities.Combining with high quality development connotation and inherent requirement of Shanghai's development,following the principles of scientific,instructive and data availability,from five dimensions including dynamic economic growth,science and technology innovation ability,green development level,the residents'life quality,and regional coordinated development to build the evaluation index system,using the entropy method,the high quality development level of Shanghai districts is comprehensive evaluated in time and space.The results show that:(1)The high quality development level of each district in Shanghai is gradually improved on the whole,but the development quality of each district is significantly different;(2)In 2012 and 2017,Pudong New Area ranked first in terms of development quality,while other regions showed a spatial distribution characteristic of"central-peripheral gradually decreasing";(3)Uneven development exists in all regions,and each has its own advantages and disadvantages.In view of the above characteristics,relevant countermeasures and suggestions are put forward to promote the high-quality development of each region in Shanghai.
