解决空间规划冲突是国土空间规划编制中的一项基础性工作。本文分析了国土空间规划冲突存在的原因,构建了国土空间规划冲突检测和处理流程,有效解决国土空间各类规划的差异和冲突,科学地划分“三区三线”,形成国土空间开发保护“一张图”,实现部门信息共享,实行严格管控。

Resolving spatial planning conflicts is a fundamental task in the compilation of territorial spatial planning.National spatial planning is analyzed in this paper the reason for the existence of the conflict,build the national spatial planning conflict detection and processing procedure,and effectively solve the national spatial planning and the differences and conflicts,scientifically divided into three zones"three line",the formation of national spatial development to protect the"picture",realize the department information sharing,strict controls.
