公立医院高质量发展背景下基于SPD模式的经济成本管控实践

Practice of Economic Cost Control Based on SPD Mode Under the Background of High-Quality Development of Public Hospitals

目的为响应政策要求与医院高质量发展需求,构建耗材经济成本管理体系,实现经济成本管控。方法基于医院管理实际,从耗材采购、耗材使用与耗材数据应用分析三个层面着手,通过耗材采购成本控制、耗材使用流程管控与耗材使用结果分析构建耗材经济成本管理体系。结果医院物流信息系统[供应(Supply)、分拆加工(Processing)、配送(Distribution),SPD]模式下的经济成本管控中,在高、低值耗材库损率同比降幅100%、96.8%,就诊人数同比增长8.95%的背景下,血管外科科室总库存成本下降5.77%。其中,不可收费耗材人均结算金额与可收费耗材人均结算金额分别降低13.53%与11.51%。结论SPD模式下的经济成本管控探索了公立医院降低医用耗材成本的有效途径,是医疗机构切实有效利用医疗资源、促进医院发展的重要举措,促进了医院内部规范化、精细化管理,深化公立医院改革与高质量发展。

Objective To response to the policy requirements and the high-quality development needs of the hospital,the economic cost management system of consumables was constructed to achieve the economic cost control.Methods Based on the actual situation of hospital management,starting from the three levels of consumables procurement,consumables use and consumables data application analysis,this paper constructed the consumables economic cost management system from three aspects including procurement cost and use process control of consumables,and application analysis of usage data of consumables.Results In the economic cost control under supply,processing,and distribution(SPD)mode,the stock loss rate of high and low value consumables decreased by 100%and 96.8%year-on-year,and the total inventory cost of vascular surgery department decreased by 5.77%under the background of the year-on-year increase of 8.95%in the number of patients.Among them,the per capita settlement amount of non-chargeable consumables and chargeable consumables decreased by 13.53%and 11.51%respectively.Conclusion The economic cost control under the SPD mode explores an effective way for public hospitals to reduce the cost of medical consumables.It is an important measure for medical institutions to make effective use of medical resources and promote the development of hospitals.And it promotes the standardized and refined management within hospitals,and deepens the reform and high-quality development of public hospitals.
