监狱民警的“方圆”之道

The Norms and Standards of the Prison Police

“方圆之道”是指用“方圆”的象征意义,来描述监狱民警(本文特指监狱基层民警)从事罪犯教育改造工作之道,即在坚持原则性的同时,也要具备一定的灵活性。具体来说,监狱民警在执法原则问题上,不搞变通;在工作方式方法上,不搞教条主义,做到“从心所欲不逾矩”,但不撞红线和高压线,不越底线。在职业胜任力上,要具备过硬政治本领和扎实的管教业务能力,并将知识转化为教育管理的艺术,进而提高教育改造水平。

“Fangyuan”refers to norms and standards,which describe the principle of prison police(specially referred to the prison grassroots police)engaged in the work of criminal education and reformation,that is,while adhering to principles,it must have certain flexibility.Specifically,the prison police should firmly adhere the law enforcement principles,while do not engage in dogmaism in working methods,but do not hit the red line and the bottom line.In terms of professional competence,it must have a hard political skills and solid discipline capabilities,and transform the knowledge into the art of education management,thereby improving education reformation level.
