《黄帝内经》中所蕴含的天人合一、整体观等哲学思想与生态文明时代将山水林田湖草和人类视为生命共同体的整体思想不谋而合。本文通过系统梳理《黄帝内经》中能够为生态文明新时代国土空间规划理念提供启示的价值观与哲学观,聚焦生态保护要求,突出具有独特地域发展特征的草原地区小城镇,以构建草原生命共同体为根本目的,从认识论、本体论、方法论三个维度,探索草原地区小城镇国土空间规划思维范式,并以赤峰市巴林右旗为例,对草原地区小城镇国土空间规划方法提出创新性探索。
